Abstract
The purposes of this article are to explore the necessity of establishing a Ministry of the Oceans and the design of its operational mechanism.It is the view of this author that whether or not a Ministry of the Oceans should be instituted within the Central Government through reorganization so as to units the authorities or competences of various government units for marine affairs, namely the necessity of establishing a Ministry of the Oceans,rests with the cognition of political leaders on the physical environment and development prospect that a Nation lies, and reflects the core values and political will of political leaders on implementing policies as well.Indeed, it needs not scholars to prove out its necessity. However, this article still demonstrates the necessity of establishing a Ministry of the Oceans from the prospect of marine policy, followed by proposing a design based on the content and scope of marine affairs for the operational mechanism of a Ministry of the Oceans.If political leaders insist on instituting a Commission/Council for the Oceans,rather than a Ministry of the Oceans, this article also offers its critiques.
